policy.

What our services record and who can see it.

Last updated 2026-10-18 · Terms of service

This policy covers everything FlameNet Cloud runs: this website and our other sites on flamenetcloud.com, our game servers (GTA V roleplay and test servers, Project Zomboid, BeamMP, Motor Town), our email server, and the systems we built for the game, including Flaming Radio, San Andreas Dispatch and the CAD/MDT, ScannerVice, the radio transcriber, ClipForge, Flaming Phone, the developer platform for phone numbers, the Drone web app, in-game computers, Droid Drive and the .sa sites. Together we call these "our services".

It is written to be specific. If a system records your voice, logs your IP address or publishes something, it is listed here. By using any of our services you agree to this policy. If you do not agree, do not use them. Our terms of service also apply.

The short version

  • Your voice is recorded when you use the radio, call 911 in game, leave a voicemail or voice message, are on a phone call someone chooses to record, or talk near a player recording with ClipForge (turn that off with /cfvoice) or filming with the phone (turn that off in the phone's Settings > Security). Otherwise proximity voice chat is not recorded.
  • If you call or text a developer number, or one calls you, what you say and type goes to the program that runs that number. Its developer is not us.
  • Unencrypted radio traffic is public. Anyone on the internet can listen live on ScannerVice and play back the archive, with a transcript, your unit ID and your callsign.
  • All transcription is done by speech-recognition models running on our own server. Your audio is never sent to an outside AI or transcription service.
  • Our servers log IP addresses and game account identifiers. We use them to run the services, ban people who break the rules and stop attacks.
  • Staff can review recordings, transcripts, messages and logs to investigate reports and rule breaks, and can keep what is needed as evidence.
  • Players next to an in-game computer can watch its screen live while you use it.
  • We do not sell data or share it for advertising, show ads, run analytics or use your voice or text to train AI models.
  • Nothing we run reads your real-world location, the files on your PC, your webcam or your real phone. Screenshots are only taken when you use an in-game camera.

Who we are

FlameNet Cloud ("we", "us", "our") is a small, non-commercial group based in Pennsylvania, United States. We run our services for ourselves and our community. Nothing is for sale. We are the controller of the personal data described here, meaning we decide what is collected and why.

Questions and requests go to the address in the Contact section at the end of this page.

What records your voice

This is every place our systems capture microphone audio, and what happens to it.

FeatureWhen it capturesWhat we keep
Radio, unencrypted channelOnly while you hold push-to-talkAudio relayed live to every radio, dispatch console and ScannerVice listener on the channel. An MP3 of the transmission and its transcript are archived and publicly searchable.
Radio, encrypted channelOnly while you hold push-to-talkAudio relayed live to authorised radios and dispatch only. The audio is not archived. The transcript text is stored privately, is not shown on ScannerVice, and is visible only to our admins.
911 and 311 calls (in-game phone)For the length of the call, both sidesEach side is saved and transcribed in the private radio archive, and the whole call is mixed into one recording kept with the call record in San Andreas Dispatch for dispatch supervisors to play back. Never public.
Phone call recordingOnly when someone on the call presses recordThe recording is kept with the call. In the phone, only people who were on the call can access it.
Someone near you filming or using EarWitnessOnly while the game is transmitting your voice and a player within range is recording a phone video or an EarWitness recordingYour own phone records your own microphone and adds it to their video or recording, which is saved on our media server. On by default. Turn it off with "Allow nearby pickup" in the phone's Settings > Security.
Calls from the Drone web appFor the length of a call placed or answered in the Drone web appAudio is relayed live between the web app and the other people on the call. It is not saved.
Calls with developer numbersFor the length of the callOur server relays the call to the program that runs the number. Depending on how the developer set it up, that program gets your audio live or a transcript made on our server, and can keep them. See "Developer numbers".
Voicemail and voice messagesWhile leaving a message, recording a greeting or recording a voice messageStored on our media server until deleted.
Phone video, voice tracks, live streamsOnly while you are recording or liveSaved videos and voice tracks are stored on our media server. Live streams are relayed to viewers and not kept.
ClipForgeOnly while the game is transmitting your voice (push-to-talk pressed, or while you speak if you use voice activity), and only while a player within range is recordingEach spoken line is recorded from your own microphone with its voice range (whisper, normal, shout), passed through our server to the recording player and saved with their clip on their PC, and on our server if they upload the clip. Opt out at any time with /cfvoice.
Proximity voice chatWhenever you talk in gameNot recorded by the game server itself. It is relayed to nearby players only. ClipForge, above, is the exception.
  • The phone and ClipForge only record while the game is transmitting your voice. Neither listens in the background, and silence between words is not recorded.
  • The radio, the phone (calls, 911, voicemail, video and streams) and ClipForge use your microphone through FiveM's in-game browser, so FiveM shows its own microphone permission prompt before any of them can hear you. The Drone web app uses your browser's microphone permission the same way. Nothing is captured until you allow it. If you decline, those features cannot use your voice, and ClipForge skips your voice for that session.
  • Someone else's recording can include your voice, for example if you are on their phone call, speak near them while they film, or speak on the radio while they are recording a clip.
  • Bystanders in the game can hear radio traffic from radios near them.
  • We cannot stop other players from recording their own screen or audio with their own software. That is outside our systems and this policy.

Transcription and local AI

Radio transmissions are turned into text by machine learning. It all runs on hardware we control.

  • Speech recognition uses open-source models running on our own server. Audio is processed there and is not sent to OpenAI, Google, Amazon or any other outside service.
  • Every transmission with usable speech is transcribed, on encrypted and unencrypted channels alike. Encrypted transcripts stay private, as described above.
  • Each transcript record stores: start and end time, duration, talkgroup and channel name, zone, radio mode, the unit ID and callsign on the radio, whether it was dispatch or an emergency, the text and, for unencrypted channels, the audio file.
  • Live captions of unencrypted traffic appear on ScannerVice. The public archive can be searched by text, channel or unit across all dates, and its statistics page ranks the most active units by callsign.
  • Transcripts are machine guesses and are often wrong. They are not an accurate record of what anyone said, and we are not responsible for errors in them.
  • We do not use your audio or transcripts to train or fine-tune any model.
  • Calls with developer numbers are the exception. The program behind a number can receive your call audio, and what it does with it is up to its developer. See "Developer numbers".

How recordings are stored

Where each kind of recording ends up, who can reach it and when it is deleted.

RecordingHow it is storedWho can reach itDeleted
Unencrypted radioEach transmission is saved as its own small, compressed audio file, filed by date and time, next to a transcript line with the channel, unit ID, callsign and timing.Anyone, through ScannerVice: live, in the archive, in search and in statisticsAudio after 2 years. Transcripts are kept
Encrypted radioNo audio is saved. Only the transcript line is kept, marked as encrypted. Our admins only. ScannerVice checks every request and refuses encrypted channelsTranscripts are kept
911 and 311 callsEach side's speech is saved and transcribed the same way as radio. When the call ends, both sides are mixed into one recording and stored with the call record.Dispatch supervisors and our admins. Never on ScannerVicePer-transmission audio after 2 years. The full recording stays with the call record until deleted
Voicemail, recorded calls, phone videos and voice tracksSaved as files on our media server, each under a long random name that cannot be guessed. The people the phone shows it to, and anyone they share the link withWhen you or we delete it
Live phone streamsRelayed frame by frame to viewers. Only the latest frame is held, in memory.Viewers of the streamWhen the stream ends. Nothing is saved
ClipForge clipsSaved on the recording player's PC. Copied to our server only when the player uploads the clip or turns on server backup. The player who made it, and whoever they share it withWhen the player deletes it
ClipForge voice linesPassed through our server to the recording player's PC, and saved on our server next to the clip if it is uploaded. Lines waiting for an upload are held on our server. The player who made the clip, and whoever they share it withWith the clip. Waiting lines after 48 hours
  • All of this is stored on servers we run ourselves. We do not put recordings in outside cloud storage, and we do not send them to any outside service, except call audio and transcripts going to the program behind a developer number you are on a call with. Sites we serve through Cloudflare, including ScannerVice, pass the audio through Cloudflare's network on the way to you.
  • Live radio is relayed without being saved. Only the transcriber keeps copies, as described above.
  • Transcription happens on the same server, straight after each transmission ends. See "Transcription and local AI".
  • Admins can reach every file on our servers. They only open recordings to run or fix a service, or to look into a report, as described under "Moderation, evidence and investigations".
  • We can delete any recording earlier than listed, for example to free up space, or when you ask and we can do so.

IP addresses and identifiers

WhereWhat is loggedKept for
Game serverPlayer name, the platform identifiers FiveM passes us (Rockstar licence IDs, FiveM ID, Discord ID, and Xbox/Microsoft or Steam IDs if linked), hardware tokens for ban enforcement, first and last join time, play time, whitelist status, warnings and bans. Your IP address is seen while you are connected and can appear in server logs, but is not stored in the player database.Player database: for as long as the server runs. Server logs: no fixed deletion date
Characters and savesYour licence and Discord ID, used to link your characters, vehicles, phone and money to you, even if your licence changes. While you play. Archived and removed from the live game after 60 days without a join
Connection agreementWhen you agree to this policy on the game server's connection screen: your Rockstar licence ID, Discord ID, player name, the policy version and the time. For as long as the server runs
The Drone web app and Droid DriveFrom Discord sign-in: your Discord ID, username and avatar. Discord does not give us your email address. For each signed-in device: the browser user agent, when you signed in and when you were last active.Account: until you ask us to delete it. Sign-ins: 30 days on the web, 12 hours in game
Developer accountsFor people who sign up at developers.flamenetcloud.com: email address, display name, a one-way hash of the password, the access code used, API keys (stored as one-way hashes) and, for each sign-in, the browser user agent.Account: until you ask us to delete it. Sign-ins: 14 days
Other game serversProject Zomboid, BeamMP and Motor Town log your IP address, player name and platform account ID (such as your Steam ID) when you connect, and save your character and world progress.Logs: no fixed deletion date. Saves: for the life of the world
EmailFor mail we handle: sender and recipient addresses, times, sending IP addresses and spam-filter results in mail logs. Mailboxes on our server hold the messages themselves.Mail logs: no fixed deletion date. Messages: until the mailbox owner deletes them
WebsitesIP address, time, page, browser user agent and referring page for every request. Requests over our rate limits are also logged with the IP address.14 days
CloudflareSome of our sites, including this one, go through Cloudflare, which sees your IP address and request to deliver the site and block attacks, and can set its own security cookies.Under Cloudflare's own policy
Sign-in panels and appsIP address, briefly, to limit repeated login attempts. A session cookie keeps you signed in.Short-term only. Sessions until you sign out or they expire
Radio and dispatch connectionsThe IP address of each browser or console connecting to the radio, dispatch or ScannerVice, in service logs.Rotated by size, usually days to a few weeks
Server system logsSecurity and system events, which can include IP addresses.30 days
Security toolsIP addresses that repeatedly fail to log in to our servers, and the bans placed on them. For the length of the ban
  • "No fixed deletion date" means there is no automatic deletion for that log today. We clear old logs from time to time and may delete any of them at any time.
  • We do not use IP addresses or identifiers to track you across other websites, and we do not look up who you are outside our services, except as described under "Moderation, evidence and investigations".

What we do not collect

  • Your real name, home address, phone number or date of birth. We never ask for them, and you should never give them to us.
  • Payment details. Nothing we run takes money.
  • Government ID. We will not ask for it, even to confirm a privacy request.
  • Your real-world location. All positions we store are in-game coordinates.
  • Your email address from Discord, or anything from your Discord account beyond your ID, username and avatar. Developer accounts are the only place we ask for an email address.
  • Ad tracking. We do not use advertising cookies, tracking pixels or analytics to follow you around the web. The cookies, hardware tokens and Cloudflare checks we do use are described in this policy.

Game data and location

  • While you play, the server processes your character's position, vehicle, appearance, inventory, text chat and actions. All locations are in-game coordinates. Nothing we run reads your real-world location.
  • San Andreas Dispatch and the CAD/MDT store calls, notes, unit status, callsigns, BOLOs, reports and records, and take a snapshot of on-duty units' in-game positions every 15 seconds. Snapshots are kept for 14 days.
  • Admin tools log moderation actions (warnings, kicks, bans) with the identifiers they apply to.

ClipForge

  • ClipForge records game data, not video: the positions, movements, animations, vehicles, appearance and some effects of players and objects near whoever is recording. If you are near someone recording, you are in their clip.
  • It also records voice. While a player within range is recording, your client records your own microphone, but only while the game is transmitting your voice (push-to-talk held, or while you speak with voice activity). Each line is saved with your voice range and the time, copied to the recording player and stored with their clip.
  • Type /cfvoice to opt out of ClipForge voice capture. The choice is saved on your PC and applies to every recording from then on.
  • Voice lines waiting to upload are kept for up to 48 hours, then dropped.
  • Clips are saved on the recording player's PC, up to 350 of them. A clip is only copied to our server when the player uploads it or turns on server backup, up to 200 per player. Thumbnails are small still images of the game view.
  • Clips, including the voice in them, are only shared if the player who made them shares them, for example by exporting a video and posting it elsewhere. Once a clip is on someone's PC or posted elsewhere, we cannot delete it there.

Flaming Phone

  • Stored on our servers: contacts, messages, call history, notes, photos, videos, voicemail, app accounts, posts, bank and work data, and settings, all tied to your in-game phone.
  • Photos, videos and audio are kept on our media server. Anything you post in a public app can be seen by other players, and the media can be reached by anyone who has its link.
  • Private messages and media are not end-to-end encrypted. They are private from other players, not from our admins.
  • Passwords for in-game app accounts and our web panels are stored as one-way hashes, never as plain text.
  • Some apps play media from other services, such as YouTube. That service receives your IP address under its own policy.

Developer numbers

People we give an access code to can create phone numbers in the game that are answered by their own program instead of a player.

  • A developer number works like any other number in the phone. You cannot always tell that you are calling or texting one.
  • When you call or text one, or it calls or texts you, the developer's program gets your phone number and what you send it. During a call it can get your audio live or a transcript of what you say. Transcripts are made on our server, and the program's spoken replies are generated there too.
  • Some programs run on the developer's own computers. What they keep, and where, is up to the developer, not us.
  • Our server keeps a log of each number's calls, texts and transcripts for 14 days so the developer can debug it. Our admins can see it too.
  • Developers have to follow our terms. Report a number that misuses what you tell it, and we can shut it down.

In-game computers and the Drone web app

In-game computers run a desktop you sign in to. The Drone web app gives you that desktop and your Flaming Phone outside the game.

  • You sign in with Discord. We link your Discord ID to your game account so the desktop and phone can show your characters, phone and records.
  • We store your desktop settings and layout, and the files, notes, drawings, photos and calendar events you create in it. They are private to you, but not from our admins.
  • When you open your messages, contacts, mail, bank or work apps there, we read them from your in-game phone and keep a copy so they still load when the game server is down.
  • The Reports app reads and saves police and fire reports in the same records system as the in-game MDT, and only for departments you have been on duty with in the last 30 days.
  • When you use an in-game computer, players near the monitor see your screen live, the same as they would see a real screen. The live view is relayed through our server and is not recorded.
  • Out of the game, the Drone web app can place and answer calls and record voice messages using your device's microphone. It cannot use your camera, and 911 and 311 calls only work in game.

.sa sites and Eyefind

  • Sites you build with the in-game site builder are public. Anyone can read them through sa.flamenetcloud.com, and Eyefind search indexes them. Your site is linked to your account so staff can moderate it.
  • Reading .sa sites on the web needs no account. The public view is read-only and does not set or pass on cookies.
  • Eyefind searches are not saved by Eyefind. Like every page address, a search is in the web server log for 14 days.

Cookies and browser storage

  • This website has no analytics or tracking pixels and sets no cookies of its own. It goes through Cloudflare, which adds a small script that hides email addresses on the page from spam bots, and can set its own security cookies or check your browser to block bots and attacks. Your visit is recorded in our web server access log described above and in Cloudflare's own logs.
  • Some of our other sites, such as BAWSAQ and ScannerVice, load fonts from Google Fonts, so Google sees your IP address when it sends them.
  • Our sign-in panels, the Drone web app, Droid Drive and the developer console use a session cookie that is needed to keep you signed in. It is not used for anything else. On in-game computers, the sign-in is kept in the game browser's session storage instead.
  • Some of our apps save settings on your own device so they work the way you left them, such as your ClipForge voice choice.

Why we use it

We only use personal data for these purposes, and only as much as each one needs.

Legal reasonsAnswering lawful requests, keeping evidence, defending claimsLegal obligation, and our legitimate interest in protecting ourselves and others
  • We do not make decisions with legal or similarly significant effects about anyone by automated means alone.

Moderation, evidence and investigations

  • When a report is made, a rule may have been broken, or someone may be at risk, our admins can review anything our services hold about the people involved. That includes radio audio and transcripts (encrypted channels too), 911 recordings, phone messages and media, ClipForge clips, chat, dispatch records, identifiers, IP addresses and logs.
  • We can keep the material relevant to a report, ban or dispute for as long as it is needed, even if it would otherwise be deleted or you ask us to delete it.
  • We can share relevant material with the platform involved (for example Cfx.re or Discord) when we report cheating, harassment or other abuse to them.
  • Bans can apply to every account, identifier and device we link to the person banned.

Who can see it

WhoWhat they can see

Other playersWhatever happens in game near them, radio traffic on channels they can access, and what you send or post to them.
Dispatch staff and supervisorsDispatch records, unit locations and status, and 911 call recordings.
Our adminsServer data and logs, including IP addresses, identifiers, private transcripts, phone data and moderation history, and the data stored for the websites and mailboxes we host. A small number of trusted people, who only access it to run, fix or moderate our services.
People near your in-game computerYour screen, live, while you use an in-game computer.
Developers who run phone numbersWhen you call, text or are called by one of their numbers: your phone number, your messages to it, and your call audio or its transcript.
Platforms and providersCfx.re (FiveM), Discord, Cloudflare, YouTube and our server provider receive what they need for their part, under their own policies.
Authorities and legalOnly as described below.
  • We may disclose data when we believe in good faith it is required by law, a subpoena, court order or other legal process; to enforce our rules; to protect the rights, property or safety of us, our users or others; to prevent or investigate fraud, abuse or security problems; or to establish or defend legal claims.
  • If a service is handed over to someone else to run, its data may go with it, still under this policy. If we shut a service down, we delete or archive its data.
  • We do not sell personal data, and we do not share it for targeted advertising, as those terms are used in US state privacy laws.

Your rights and requests

  • You can ask what we hold about you, ask for a copy, and ask us to correct or delete it. That includes radio clips and transcripts with your unit ID or callsign.
  • Email the address in the Contact section. Say which service and which in-game name, account or identifier the request is about.
  • We have to confirm the request comes from the person the data is about. We may ask you to prove you control the account, for example by joining the server or messaging us from the linked Discord account. We will not ask for government ID.
  • We aim to answer within 30 days, and will tell you if we need longer where the law allows. Requests are free.
  • We may refuse or limit a request when we need the data to enforce a ban, investigate a report, meet a legal duty or defend a claim, when it would expose someone else's data (for example a recording with other people on it), or when a request is clearly unfounded or excessive. We will tell you why.
  • If laws such as the GDPR (EU and UK) or US state privacy laws give you more rights, we will honour them. In the EU or UK you can also complain to your data protection authority.
  • To avoid the public archive, use encrypted channels where you can, and don't say anything on an open channel you would not want public.

Roleplay and your content

  • Characters, calls, records, warrants, ALPR hits, traffic stops, news, businesses and everything else in our game world are fiction. They are about characters, not real people, and are not real legal or police records.
  • You are responsible for what you say, send, post and upload. We do not watch everything as it happens and are not responsible for what other players say, record or post, inside or outside our services.
  • We can remove any content, and suspend or ban anyone, at our discretion.
  • If something on our services involves you and should not be there, tell us and we will look at it.

Other services and links

FiveM, Rockstar, Discord, Steam, Xbox, Cloudflare, YouTube and other services you use alongside ours have their own terms and privacy policies, and we do not control them. Links to other websites are not covered by this policy.

Security

What we do to protect our systems and your data, and what happens if something goes wrong.

  • Our servers only accept the connections our services need. Everything else is blocked.
  • Admin tools are never reachable from the public internet.
  • Every site uses HTTPS, so data between your browser and us is encrypted in transit.
  • Repeated failed logins are blocked automatically, and requests are rate limited.
  • Passwords for our panels and in-game app accounts are stored as one-way hashes, never as plain text.
  • Encrypted radio channels never reach the public scanner.
  • We apply security updates and review our systems regularly.
  • Only a small number of trusted people have admin access, and they use it to run, fix or moderate our services.

What we cannot promise

No system is perfectly secure, and we cannot promise data will never be lost, altered or exposed.

If something goes wrong

If a breach affects your personal data, we will tell the people affected as soon as we reasonably can, say what happened and what was involved, and notify any authority where the law requires it.

Reporting a problem

If you find a security problem, email the address under Contact. Our terms of service explain how to report it, and we will not take action against good-faith reports that follow them.

Age limit

You must be at least 16 to use our services, and we do not knowingly collect data from anyone younger. If you believe someone under 16 has given us data, tell us and we will delete it and remove their access. You must also meet the age rules of GTA V, FiveM, Discord and any other platform you use to reach us.

Where data is processed

Our servers are in the United States. If you connect from elsewhere, your data is transferred to and processed in the United States, where data protection law may differ from yours.

Disclaimer of warranties and limitation of liability

Disclaimer of warranties. Our services are free and are provided "as is" and "as available", with all faults and without warranties of any kind, whether express, implied or statutory. To the fullest extent permitted by applicable law, FlameNet Cloud and the people who run it disclaim all warranties, including any implied warranty of merchantability, fitness for a particular purpose, title, non-infringement and quiet enjoyment, and any warranty arising from course of dealing or usage of trade. We do not warrant that our services will be available, uninterrupted, timely, secure, accurate, complete or free of errors, viruses or other harmful components, that any defect will be corrected, or that any data will be preserved. Radio transcripts and other machine-generated output are provided without any warranty of accuracy.

Limitation of liability. To the fullest extent permitted by applicable law, FlameNet Cloud, the people who run it, and their respective affiliates, volunteers, contributors, successors and assigns will not be liable to you or to anyone claiming through you for any loss or damage of any kind arising out of or relating to our services, this policy or your use of, or inability to use, our services. That includes direct, indirect, incidental, special, consequential, exemplary and punitive damages, and loss of profits, revenue, data, goodwill, in-game progress, characters, property or items, whether the claim is based on contract, tort (including negligence), strict liability, statute or any other legal theory, and even if we have been told that the loss was possible.

Acts of others and events beyond our control. We are not responsible for what other users say, record, post, share or do, inside or outside our services, for the acts or omissions of third-party platforms and providers, or for any failure or delay caused by events beyond our reasonable control. That includes outages, power or network failures, attacks, unauthorised access to or disclosure of data despite reasonable care, hardware failure, loss or corruption of data, and changes to the platforms our services depend on.

Basis of the bargain. You acknowledge that our services are provided free of charge, that these disclaimers and limits are a fundamental part of the basis on which we offer them, and that we would not offer them without these terms. If any part of this section is held unenforceable, it applies to the greatest extent the law allows and the rest of this policy remains in effect.

Nothing in this policy excludes or limits any right you have that cannot be excluded or limited by law, or any liability that cannot be excluded or limited by law.

Governing law

This policy is governed by the laws of the Commonwealth of Pennsylvania and of the United States, without regard to conflict-of-law rules. Where your local law gives you rights that cannot be waived, those rights still apply.

Changes

When a system starts collecting something new, we update this page. The date at the top is the latest version. Continuing to use our services after a change means you accept the updated policy.
