Terms of
service.

The rules for using our game servers, websites and everything else we run.

Last updated 2026-10-18 · Privacy policy

These terms cover everything FlameNet Cloud runs: our game servers, our websites on flamenetcloud.com and its subdomains, the Drone web app, in-game computers and the .sa sites, Flaming Phone, Flaming Radio, ScannerVice, San Andreas Dispatch and the CAD/MDT, ClipForge, our email server, and any account, site or server we set up for someone. Together we call these "our services".

By connecting to a game server, signing in, or using any of our services, you agree to these terms and to our privacy policy. If you do not agree, do not use our services.

The short version

  • Our services are free. Nothing is for sale, and in-game money and items are worth nothing outside the game.
  • No cheating, harassment, hate, real-world personal information, or attacks on our systems.
  • Unencrypted radio is public. Your voice is recorded in the places our privacy policy lists.
  • We can remove content and ban anyone. Bans apply to every account and device we link to you.
  • Anything can go down, reset or be lost. We provide our services as they are, with no guarantees and no liability.

Who we are

FlameNet Cloud ("we", "us", "our") is a small, non-commercial group based in Pennsylvania, United States. We run our services for ourselves and our community. We are not a hosting company and do not sell, rent or resell anything.

We spend a great deal of our own time building, fixing and running these servers and services, unpaid. We do it because we enjoy it, not as a business, and these terms reflect that.

We are not affiliated with or endorsed by Rockstar Games, Take-Two Interactive, Cfx.re, Discord or any other platform you use to reach us.

Who can use our services

  • You must be at least 16 years old. If you are under 18, a parent or guardian must have read these terms and agreed to them for you.
  • You must also meet the age and account rules of every platform you use with ours, including GTA V, FiveM, Discord, Steam and Xbox.
  • You cannot use our services if we have banned you, or to get around a ban on another account.

Other platforms' terms

Our game servers and sign-in run on games and platforms we do not own. While you use them with us, their owners' terms apply to you as well as ours.

  • If their terms and ours conflict, follow the stricter rule.
  • Breaking a platform's terms on our services can also break ours. Cheating against the FiveM licence or Rockstar's rules, for example, gets you banned here too.
  • Bans from Cfx.re, Rockstar, Steam or Discord are theirs, not ours. We cannot lift them, and they can stop you from reaching our services.
  • Those companies can change their terms at any time. We link to them to help you find them, and are not responsible for what they say.

Accounts and sign-in

  • Our services identify you through the accounts you already have: your FiveM and Rockstar identifiers in game, and Discord sign-in for the Drone web app. Keep those accounts secure. What happens on them is your responsibility.
  • Do not share an account, sell or trade one, or use someone else's.
  • Do not pretend to be staff, another player or a real person or organisation.
  • Staff give out accounts on our web panels to the people who need them. Those accounts are personal, and we can change or remove them at any time.
  • If you think someone else is using your account, tell us.

IP addresses, hardware IDs and other identifiers

To run our services and enforce these terms, we log who connects. Our privacy policy lists every log and how long each is kept.

  • IP addresses: our game servers, websites, sign-in panels, mail server and radio and dispatch services see and log the IP address you connect from.
  • Game identifiers: when you join our GTA V server, FiveM gives us your Rockstar licence IDs, your FiveM ID, your Discord ID, and your Steam or Xbox ID if linked. Our other game servers log your platform account ID, such as your Steam ID.
  • Hardware IDs: FiveM also gives us hardware tokens, identifiers derived from your PC's hardware. We store them with your player record and use them to enforce bans.
  • Discord: if you sign in with Discord, we store your Discord ID, username and avatar.
  • We link these together to tell who is who, connect your characters and data to you, and find people who are evading a ban or using more than one account to break the rules.
  • Do not hide, spoof or change your IP address, hardware IDs or other identifiers to get around a ban, a rate limit or any other restriction.
  • We do not use these identifiers for advertising or to track you outside our services.

Rules for everyone

These apply on every service we run. Each game server also has its own community rules, posted in that community, and those apply on top of these.

  • No cheats, mod menus, injectors, or any tool or exploit that gives you an advantage, changes other players' games, or gets around a game or server limit. If you find an exploit, report it instead of using it.
  • No harassment, threats, stalking, hate speech or discrimination based on race, ethnicity, religion, sex, gender identity, sexual orientation, disability or similar traits.
  • No real-world personal information. Do not share your own or anyone else's real name, address, phone number, workplace, school, photos or accounts, and do not try to find out who another player is in real life.
  • No sexual content involving minors, in any form, ever. We report it to the authorities.
  • No content that is illegal, sexually explicit outside what a server's rules allow, or that promotes self-harm, terrorism or real-world violence.
  • No spam, advertising, scams, or recruiting for other communities.
  • No real-money trading, gambling or sales of any kind. See "In-game money and items" below.
  • Do not upload or share anything you do not have the right to share, including other people's recordings.
  • Do not use our services to break the law.

Voice, radio and recordings

  • Nothing you say or type on our services is a private conversation. FiveM asks for your permission before any voice feature can use your microphone, and allowing it is your consent to recording. See "Recording and consent" in our privacy policy.
  • By using voice features you agree to the recording, transcription, transmission and publication described in our privacy policy, including when your voice is captured by another player's radio, phone call or ClipForge clip.
  • Unencrypted radio channels are broadcast live to the public on ScannerVice and kept in a public, searchable archive with transcripts. Never say anything on an open channel you would not want made public.
  • Do not record other players with our tools in ways our privacy policy does not describe, and do not share another person's recording outside our services without their permission.
  • Each unencrypted transmission is saved as its own audio file with a transcript. The audio is deleted after 2 years. The transcript is kept. Encrypted channels keep a private transcript and no audio.
  • 911 and 311 calls are recorded and transcribed for dispatch supervisors and admins. They are never public.
  • ClipForge clips stay on your PC unless you upload them or turn on server backup. Clips can include other players' voices, so the rules on sharing recordings apply to them.
  • Recordings you make, such as clips, recorded calls, voicemail and phone videos, are your content under these terms.
  • Where each recording is kept, who can reach it and when it is deleted is set out in our privacy policy under "How recordings are stored".

In-game money and items

  • In-game money, bank balances, stocks, casino chips, vehicles, property, items and characters have no real-world value. They cannot be bought with real money, and cannot be sold, traded or cashed out for real money, cryptocurrency, gift cards, game items elsewhere or anything else of value.
  • Buying, selling or trading any of them for something of real value is not allowed, and the accounts involved will be banned.
  • The casino and any other in-game gambling use in-game money only. You cannot pay in or win anything real.
  • In-game money, items and characters are not your property. We can change, reset, remove or wipe them at any time, for example to fix a bug or an exploit, with no compensation.

Your content

"Your content" is anything you put into our services: voice, messages, posts, photos, videos, clips, .sa sites, files on your in-game desktop, reports and anything else you create, upload or send.

  • You keep any rights you have in your content.
  • You give us a worldwide, non-exclusive, royalty-free licence to store, copy, process, transcribe, transmit, display and publish your content, as needed to run our services and as our privacy policy describes. For example, we relay and archive unencrypted radio traffic, show public posts to other players, and serve your .sa site to visitors.
  • That licence ends when your content is deleted from our services, except for content that is in a public archive or another person's recording or clip, content already shared by other users, and content we keep as evidence or for a legal reason.
  • You are responsible for your content and confirm you have the right to put it on our services.
  • We do not check content before it goes up, but we can remove any content at any time, for any reason.

.sa sites

  • A .sa site is a website inside our game world, made with the in-game site builder. Sites are public: anyone can read them on the web through sa.flamenetcloud.com, and Eyefind search indexes them.
  • Site names are free and given out first come, first served. We can take back, rename or remove any site, including names that copy a staff site, a real brand or another player.
  • Sites must follow these terms. In particular, no sites that copy a real company, government or person, collect passwords or other sign-in details, or link to malware or scams.
  • Sites must stay in the fiction of our world. Do not use one to advertise real products, services or other communities.

Our software and content

  • We wrote most of the software you use on our services, including our FiveM resources, web apps, sites and their designs. We own it, or use it under licence. These terms do not give you any rights to it beyond using our services as intended.
  • The game downloads some of our files to your PC so you can play. Those files are for playing on our servers only. Do not copy, extract, decompile, dump, modify, resell or republish them, or try to get around the protection on any of them.
  • Grand Theft Auto, its world, characters and assets belong to Take-Two Interactive and Rockstar Games. Other games, names and logos belong to their owners.
  • If you send us ideas, suggestions or bug reports, we can use them however we like, without paying you or crediting you.

Our systems

  • Do not attack, overload or disrupt our services, including denial-of-service attacks, flooding, password guessing, or deliberately crashing a game server or other players' games.
  • Do not try to reach systems, accounts or data you were not given, including staff tools, other players' data, and encrypted radio channels.
  • Do not scrape, crawl or bulk-download our services beyond normal use, including the radio archive, transcripts, media links and .sa sites. Normal search engine indexing of public pages is fine.
  • Do not use our services to send bulk email or to mine cryptocurrency.

Reporting security problems

  • If you find a security problem in one of our services, email us at the address under Contact with enough detail for us to reproduce it, and give us time to fix it before telling anyone else.
  • While looking into it, only use your own accounts, do not read, change or keep anyone else's data, and stop if you could degrade a service for other people.
  • We will not ban you or take action against you for a good-faith report that follows these rules.

Mailboxes, sites and servers we run for others

Sometimes we set up a mailbox, website or server for someone we know. We do this at our discretion, for free, and it is not a hosting service.

  • You are responsible for everything on it and for anyone you let use it, and they must follow these terms too.
  • If your site or service collects personal data from other people, you are responsible for handling it lawfully and for telling them how.
  • No bulk or unsolicited email, no hosting of pirated software or media, and no public file dumps.
  • Keep your passwords secure and the software you install up to date.
  • We can access it to keep our systems running, fix problems or investigate abuse, and we can suspend or remove it at any time. We will try to give notice, except where something is causing harm.
  • Keep your own copies of anything that matters.

Moderation and bans

  • Staff can warn, mute, kick, suspend or ban anyone, remove content, and take away access to any service, at their discretion. We do not need to give a warning first.
  • A ban can apply to every service we run and to every account, identifier and device we link to you, including the game identifiers and hardware tokens FiveM passes us.
  • Do not get around a ban by any means, including new accounts, other people's accounts or changing your identifiers. That leads to a longer ban.
  • To appeal a ban, email the address under Contact with your in-game name and the date. Staff will review it, and the decision on an appeal is final.
  • To investigate cheating, harassment or other rule breaks, staff can review recordings, transcripts, messages and logs, and can use admin tools to capture screenshots of your game screen.
  • How we review reports, and what we keep as evidence, is described in our privacy policy.

Availability and data loss

  • Our services are run by a few people in their spare time. Any of them can go offline, change, reset or shut down at any time, with or without notice.
  • We do not promise to keep any data, including characters, saves, phone data, files, clips and sites. Keep your own copies of anything that matters to you.
  • Some features are new or experimental and may not work as described.
  • Some features use other services, such as YouTube for in-game music and video. Those services are outside our control and may stop working.

Leaving and termination

  • You can stop using our services at any time. To have your data deleted, follow "Your rights and requests" in our privacy policy.
  • We can end your access to any or all of our services at any time, for any reason, including a breach of these terms.
  • When your access ends, the sections on your content, our software, in-game money, no warranty, no liability, indemnity and disputes still apply.

No warranty

Our services are free and provided "as is" and "as available". To the fullest extent the law allows, we make no warranties of any kind, express or implied, including that they will be available, secure, accurate or free of errors, or fit for any purpose. This includes radio transcripts, which are machine-generated and often wrong.

No liability

You use our services at your own risk. To the fullest extent the law allows, FlameNet Cloud and the people who run it accept no liability of any kind for our services or for your use of them. That includes direct, indirect, incidental, special, consequential and punitive damages, lost data, lost in-game progress, outages, security incidents, and anything other users say, record, post or do, inside or outside our services.

Some places do not allow liability to be excluded completely. Where that is the case, this section applies as far as your local law allows.

Indemnity

If someone brings a claim against us because of your content, your use of our services or your breach of these terms, you agree to cover our reasonable costs and any losses from that claim, as far as the law allows.

Governing law and disputes

These terms are governed by the laws of the Commonwealth of Pennsylvania and of the United States, without regard to conflict-of-law rules. Any dispute about them or our services goes to the state or federal courts located in Pennsylvania, and you and we agree to those courts' jurisdiction.

Before taking any formal step, email us so we can try to sort it out.

Where your local law gives you rights that cannot be waived, including the right to bring a claim where you live, those rights still apply.

General

  • These terms, our privacy policy and each game server's community rules are the whole agreement between you and us about our services.
  • If any part of these terms cannot be enforced, the rest still applies.
  • If we do not enforce a part of these terms, we can still enforce it later.
  • You cannot transfer your rights under these terms. We can, for example if someone else takes over running a service.

Changes

We update these terms when our services or rules change. The date at the top is the latest version. For important changes, our game server asks you to agree again the next time you connect. Continuing to use our services after a change means you accept the updated terms.
